I am J. Scott Carter, a candidate for Layton City Council. I have a deep desire to serve our community. Serving on the Layton City Council is a great opportunity for me to put my experience and knowledge to work for the citizens of this great community.
I was raised in Kaysville but have lived in Layton for 36 years. My wife Janis and I raised our family of three children here, and we now have eight grandchildren. We love living in Layton. I attended Utah State University, graduating with a degree in Landscape Architecture and Environmental Planning.
Assistant to the Mayor
Assist the Mayor and Council in completing assigned projects and representing them in day to day meetings and activities.
Parks Planner and Special Projects Manager
Work in the Parks & Recreation Department under the Director and the Parks Superintendent, responsibilities included parks, trails design and construction and long-range parks and recreation planning.
Community and Economic Development Director
Responsibilities included: Planning and zoning administration; develop and enforce the City comprehensive plan; develop and enforce city zoning; subdivision review; commercial development review; flood plain liaison; economic development; downtown rehabilitation committee advisor; business licensing; building permits and building inspection; oversee historic preservation; oversee the Community Development Block Grant Program.
